If a phone charger is plugged in it has no on/off contact, the power goes straight to the transformer and the device is always charging. When the contact in the power supply is broken the circuit is interrupted and the device will turn off. In electronic devices the power flows through a transformer to step down the voltage and a rectifiier to convert it to DC power. A contact in the power supply is closed completing the circuit and supplying power to turn on the device. When the device is turned on, no “signal” is sent.
